See Chapter I – Factor – Financial independence of the judiciary. The same arguments used as rationale for the judiciary independence and efficiency apply to this chapter. The necessary financial budget, the human and infrastructural resources bring about standards of independence, effectiveness and efficiency to the judicial system (both as a power and court), and therefore need to be assessed and measured.
